I'd place hogging at taking 5 of a level's squares. Others might set the threshold higher or lower. (I went on a run a couple years back, filling exactly 3 squares per level for 30 consecutive levels. Which certainly ticked my hog-factor up a little bit, but I felt like I was playing plenty nice.) Ed seems to squat from time to time with the sole purpose of discouraging rampant hogging. I'm completely okay with that, even if it means I occasionally don't get to claim a square that I'd like to work on. (I wouldn't have gotten it if it had been hogged anyway.) The biggest Gridcosm crime in my book, which most of us have been guilty of at one point or another, is not hogging, squatting, or even quilting (necessarily), but is laziness.
