i would agree with you -- that is more a contextual connection; a similar (fairly common) cultural icon. i am thinking more like the earlier level is a *source* for the later level(s). perhaps if the HELLO tag was modified or combined with something else (like an image of a person), and that combined image got reused, then it would warrant a 'level ____' tag.

like i said, its a judgement call, but i think in the case of the HELLO labels, just a common tag would suffice (as i did, btw).
