josh pretty much sums it up. since most people cant get the first-frame-counts thing right (and for other aesthetic reasons) it is "generally discouraged". i have never (yet?) disallowed it in the scripts.
my personal thoughts are that it is distracting, but only temporarily as, indeed, it does get squashed so only lasts for < one full level.
