In my view all levels (not only the eight unique levels) are weighted to the center. This is a result of the reduction of the proceeding level and its complexity compaired to the relatively less complexity of the N E W S squares which point or grow in some way from it (it's gridcosmness). In the "traditional" grid, where one gridperson supplies a center square, there is not the same centric weight since each square has the same weight.
