That's one way of looking at it. You could also see it as
"it allows people who participate most actively to be rewarded for that activity"
. I have more faith in the participants than to think it would turn into a "cabal" maintaining control. I think SNY has enough integrity to both praise and criticise EHO. MKC can be honest about his opinion of a NAR.

You seem to assume the cabal wouldn't vote for the newbies?
