If you're set on it, I'd suggest a slightly larger limit and a slightly smaller active participent group.

Or perhaps gradiated...

4 pieces with 2 participents in 24 hours 6 pieces with 4 participents in 24 hours no limit with 6 participents or more.

That would seem acceptable.
