Hmm. I strongly dislike the idea of piece limitations of this nature. Some of the truely great layers in the cosm are two artists playing off each other for a few layers.

The only thing that seems even remotely reasonable is a per-layer limit of three pieces. Or something like 6 pieces per three layers or something. Even this would have prevented some of the truely great layers in the cosm
